We’ve got together with our partners including representatives from the ten Greater Manchester Local Authorities and Greater Manchester Fire & Rescue Service to provide a single point of access for advice covering all types of regulatory compliance including food safety, health & safety, trading standards and fire safety.
Better Business for All (BBfA) is a partnership between businesses and regulators with one key aim – to help businesses get it right the first time.
It can prove difficult to explain regulation and why it’s so important. So the BBfA partnership has been examining how regulators currently communicate with private industry, and how services can be improved to address the issues facing local businesses.
We’re here to provide the effective support businesses need, to gain access to both internal and external markets, helping make Greater Manchester a great place to do business.

Greater Manchester Regulatory Centre of Excellence
The Greater Manchester Regulatory Centre of Excellence (GMRCE) is a new Primary Authority offer delivered by all 10 local authorities in Greater Manchester and Greater Manchester Fire and Rescue Service.
The Primary Authority scheme allows businesses to form a legally recognised partnership with a local authority or fire service, which then provides robust and reliable advice for other councils to take into account when carrying out inspections or dealing with non-compliance.

The scheme combines the expertise of enforcement officers across 10 local authorities and the fire service, sharing experience and knowledge and operating on a cost recovery basis to deliver excellent value for money. The GMRCE is open to any business affected by environmental health, trading standards or fire safety regulation.
Advice provided to business will be charged at an hourly cost recovery rate of £95, at an initial minimum requirement of 20 hours per year.
BBfA is part of a national Government initiative to reduce regulatory burdens on business and is endorsed by Regulatory Delivery, which is part of the Department for Business, Energy and Industrial Strategy.
