Tender submissions must be made via the Panacea e-tendering platform. To apply, please first register as a supplier on the Panacea Supplier Platform here. Once you have accessed the site, to view the opportunity you need to navigate to ‘Register Interest’, click the ‘Participate’ Button’, then go to ‘My Questionnaires’, where you will be able to download the tender documents.
This depends on the opportunity, but typical documents include:

• pricing schedule
• relevant policies such as insurance, safeguarding or data protection
• social value commitments
• evidence of experience

Yes, many of our suppliers are SMEs and VCFSE’s, and we welcome new organisations bidding for the first time. We aim to make our tenders accessible and encourage smaller providers to apply.
Bids are evaluated against published criteria which usually include quality, price and social value. Each section is scored by an evaluation panel, and the highest-scoring bidder is awarded the contract. We do not use any criteria that are not included in the tender documents.
Social value refers to the additional benefits a supplier can deliver alongside the core service. This may include employment opportunities, supporting local organisations, environmental improvements or community engagement. The required commitments will be explained in each tender, with commitments expected to be relevant to the tender and scope of work.

Yes, joint bids or consortium approaches are welcome. If you plan to work in partnership, please clearly explain the roles, responsibilities and experience of each organisation in your proposal.
Once the tender closes, all submissions are reviewed by the evaluation panel. Evaluation timelines vary by opportunity, but we aim to complete assessments and notify bidders as quickly as possible. Estimated timeframes are usually included in the tender documents.
Yes, feedback is provided to all successful and unsuccessful bidders. This helps suppliers understand how their submission was assessed and how they may improve future bids.
