Invitation to Tender: EU Transition Advice Services 2 Ref: T20063-1

This tender is a republishing of a previous tender opportunity (T20063) and this tender was awarded to two Associates. However, the hub wishes to appoint a further number of Associates to join the Framework Contract for the delivery of EU Transition Business Advisory Services. Successful bidders will be required to begin work on the programme immediately following award.

The GC Business Growth Hub is part of the Growth Hub Network of 38 Hubs in England, which works in partnership with BEIS (Department of Business Energy and Industrial Strategy) to support improved business productivity and growth helping to strengthen local economies and the UK economy as a whole. As part of this work Growth Hub provide a wide range of services adding value through support and simplifying access to the best of public and private sector business support, both local and national.

Working with Government Growth Hubs also assist in delivering and co-ordinating activities under Government programmes that aim to tackle national challenges and economic shocks such as the current impact of business as a result of the Coronavirus epidemic and the UKs departure from the European Union. The delivery of these services includes a range of activities typically focused on raising business awareness, strengthening business resilience through advice, and gathering business intelligence locally, to inform Government decision making.

This tender is limited specifically to the provision of EU Transition Advice Services targeted at those businesses affected by UKs move into new trading conditions from the 1st of January 2021, who need access to deeper advice and information support. The details of this are set out in the following section.

The delivery of the support services set out in this tender will use public funding provided by BEIS. As a result, GM Business Support Limited is required to comply with public procurement guidelines. This tender is therefore designed to enable GM Business Support Limited to demonstrate compliance with these guidelines, ensure value for money and offer the opportunity to deliver the proposed support services for this contract in an open and competitive way.

You are required to make your ITT submission via the Growth Company In-tend e-tendering platform. You are required to complete a basic registration as a supplier on the In-tend Supplier Platform at the following web address: https://in-tendhost.co.uk/manchestergrowthcompany/aspx/Home.

Once registered, you must log into the system, express your interest in the opportunity on In-Tend and automatically download the EOI documentation. Your EOI submission will be made on the In-tend Portal.

Period of Contract and Budget

The contract period will be from the award date until the end of March 2021 with an option to be extended, exercised at GM Business Support Limited sole discretion for an additional 6 months.

The likely value of activity under this framework will be between £100K and a maximum of £150K excluding VAT.
